I wouldn’t think you can get through without lockpicking but - it’s defiantly possible but probably lead to some quests having unfavourable outcomes, plus I know u don’t want to learn but at the very start of the game u can ask peshek to teach you to lock pick and there is a “easy” chest round the back of the mill.
